No, the I Ching cannot give yes-or-no answers. The reason is simple: you often have little or no choice but to proceed, whether the oracle is good or otherwise.
How much risk you are prepared to take depends on what you hope to achieve, and this is something you have to decide for yourself. The same is true for effort; how much energy you wish to put into a project is also a personal choice.
The I Ching does not give orders; it merely advises, and the yes-or-no is up to you! If you have to move with an unfavorable oracle, you must simply be more careful and perhaps change your strategy.
